¨       NB This permission does not in any way constitute a waiver of the need to obtain building permission for this proposed development and any other necessary Government licensees and or permits that may be required. i                      All necessary measures shall be taken to prevent mud, silt and other debris being deposited into the sea.

ii                    All matters relating to storm water drainage including the layout and design of the disposal system shall be carried out in accordance with specifications approved by the Chief Engineer of Department of Infrastructure and completed to his satisfaction prior to the occupation of any unit being erected on the land in accordance with the terms of this permission.

iii                  The Principal Planning Officer shall be notified in writing at least 48 hours prior to  the date on which it is proposed to commence any clearing of vegetation and any building or engineering operation to which this permission relates. Where 48 hours fall on a Saturday, Sunday or Public Holiday, the notification should be given on the preceding day. All proposed works shall be properly set out for inspection by that officer(or his representative) prior to the commencement of work.

iv                   The clearing of any vegetation shall only be in areas indicated by the Principal Planning Officer.

Information note:

All matters relating to disposal of solid and liquid waste must be in accordance with the standards of the Environmental Health Unit within the Department of Primary Health Care.

Approved with the following conditions:

i                      The refinery shall not be used until the 18 foot wide right of way providing access to the site across parcel 81 has been registered with the Department of Lands and Surveys and developed to the satisfaction of the Chief Engineer of Department of Infrastructure.

ii                    The refinery shall not be used until the on site accesses (roads etc) and parking lots have been paved with concrete, asphalt or other hard surface approved by the Chief Engineer of Department of Infrastructure

iii                  All matters relating to storm water drainage including the layout and design of the disposal system shall be carried out in accordance with specifications approved by the Chief Engineer of Department of Infrastructure and completed to his satisfaction prior to the occupation of any unit being erected on the land in accordance with the terms of this permission.

All matters relating to disposal of solid and liquid waste must be in accordance with the standards of the Environmental Health Unit within the Department of Primary Health Care.

 

The noise levels from the compressors must be in accordance with the standards of the Environmental Health Unit within the Department of Primary Health Care

i                      Radio announcement and public consultation

ii                    The applicant to erect a notice on site / appropriately located as to be visible from a public road describing the application

iii                  Elevation drawings to be submitted showing the proposal

iv                   The applicant to submit written details covering the following matters:

a)   The type of antenna proposed (low or high gain) to be erected on the mast (and indication of the number of each) to be stated.

b)   Details of radio frequency standards that Cable and Wireless (Anguilla) are using at present, and how these compare to Cable and Wireless’ operations in the Caribbean region (and to the USA’s FCC and the ICNIRP used in the United Kingdom).

c)   Details of the radio frequency / “plane wave power density” expressed in mW/cm-sq (milliwatts per square centimetre) for the proposed antenna. If operating antenna at different MHz an indication of the relative mW/cm-sq for them.

d)   Indication of whether under Cable and Wireless’  medium / long term development plans for a network for Anguilla the type and number of antenna at this mast will change. For example will there be an increase in number or change from low to high gain, change in mW/cm-sq etc?

e)   Details of the monitoring programme for measuring radio frequency radiation (i.e. frequency of monitoring and monitoring standards being met etc) that will be used at this base station.

f)     Details of Cable and Wireless’ policies on mast sharing (i.e. enabling a single site to be used by multiple operators)

 

v         Consultation with government agencies.

a)     All matters relating to disposal of solid and liquid waste and handling and storage of chemicals (pesticides, insecticides etc) must be in accordance with the standards of the Environmental Health Unit within the Department of Primary Health Care.

b)     All matters relating to the importation of plant material (seeds, tubers and plants etc) must be in accordance with the standards of the Department of Agriculture.
