- WHY A NATIONAL HEALTH FUND?
- Today's lifestyle has led to
more persons suffering from chronic diseases such as:
- Heart disease
- Hypertension
- Diabetes
- Cancers

- The objective of the National
Health Fund is to ensure that all Anguillians and residents have access
to good quality health care when clinically needed and in an equitable
manner.

- The NHF is based on the following principles

- EQUITY
- introducing a prospective
payment
- system removing financial
barriers to

- EFFICIENCY
- avoiding the fragmentation
and high
- overheads of multiple funding

- including mechanisms of

- How will it be financed?
- Contributions of 2.5% from employees (maximum of $175.00)
- 2.5% from employers (maximum of $175.00)

- Contributions of 5% from self-employed persons (maximum of $350.00)
- Annual GoA contributions from the Consolidated Fund
- Contribution to the fund is MANDATORY
- Contribution age ends at 65

- Solidarity Principle in Action
- All contributions will go towards benefiting the elderly, indigents and the
disabled who are not able to contribute for themselves.

- Who is eligible for care under the fund?
- Anguillian nationals normally resident in Anguilla
- Expatriates on current work permits
- Nationals working overseas and intend to retire in Anguilla who have
contributed to the fund for 3 consecutive years

- The NHF will contract with private practitioners and HAA to provide
primary health care
- Secondary health care
- Tertiary/Specialist care (on-island and overseas)

- Family members will register with the NHF and would be issued cards
- Consumers will then register with an accredited primary care provider of
their choice within 3 months of registering with NHF(can change PCP 3
times a year)
- When visiting their PCP, consumers will have to pay a fee for each
visitation (e.g. $EC15.00- $25.00 co-payment for primary care and dental
services, $10.00 per item for prescriptions)
- Board is currently considering differential co-pays for the young, the
elderly and the chronically ill

- Consumers can access ambulatory HAA hospital care only when referred
from an accredited primary care provider
- Emergency care
- Sub-specialist/tertiary care (on island or overseas) when referred by a
secondary provider

- On-island Hospital care is FREE:
- however a co-payment (proposed
5%) would have to be paid for
overseas services.
