Applications are invited from suitably qualified Belongers of Anguilla to fill one (1) post of Permanent Secretary, in the Anguilla Public Service which will become vacant in January 2009.  The successful applicant will be expected to serve initially as Permanent Secretary, Finance but can be transferred to any Permanent Secretary post within his/her competence.

The post is in Grade A with a starting salary of EC$183,096.00 per annum.   The starting salary is subject to change depending on the experience of the successful applicant.  Additionally, by virtue of the position the successful applicant is likely to serve on a number of boards and/or committees that may attract a compensation package.

The key duties of the post of Permanent Secretary, Finance are to:

Qualifications

The successful applicant should possess extensive knowledges and skills in the interpretation, development, application and management of approved financial, accounting and macro-economic policies, systems, procedures and programmes, effective strategic management, business planning and negotiating skills, interpersonal and communicative ability, interpretative judgement and the ability to persuade ministerial, political and professional personnel to follow appropriate courses of action. Well developed knowledge of the institutional, legal and operational framework in which the Government operates would be an asset.

These knowledges, skills and abilities are normally obtained in the process of acquisition of a professional accreditation in Finance/Accounting, post graduate qualifications in Economics, or Finance or an equivalent mix of qualifications together with at least ten (10) years post qualification experience, five of which would have been at senior management or professional level in a similar or related job function.
